increace or decrease the ability

I am not sure it is entirely clear.  Although we usually see the addition of methyl and acetyl groups to the DNA as repressors because they block the transcriptional machinery from accessing the DNA, there is some thought that they may also block interactions at sites that involved in activation.  This is a very new and complicated area of study and I am not sure there is a clear answer at this point.
